Councilmember Peters introduced the following resolution and moved for its adoption: RESOLUTION #26-180 RESOLUTION APPROVING FIRST AMENDMENT TO THE DEVELOPMENT AGREEMENT FOR “TROTT BROOK CROSSING THIRD ADDITION” WHEREAS, TCLD Fund 1 Trott Brook LLC, hereafter referred to as “Developer,” properly applied for Final Plat approval of “Trott Brook Crossing Third Addition,” generally rd located west of Nowthen Boulevard and south of 173 Avenue NW; and WHEREAS, the City Council adopted Resolution #22-010 approving the preliminary plat on January 11, 2022; and WHEREAS, the City Council adopted Resolution #23-060 approving the final plat of “Trott Brook Crossing,” the first phase of the subdivision, on March 28, 2023; and WHEREAS, the City Council adopted Resolution #25-153 on July 8, 2025, approving the final plat and development agreement for “Trott Brook Crossing Third Addition;” and WHEREAS, the City Council adopted Resolution #25-209 on September 9, 2025, approving a revised Development Agreement; and WHEREAS, the approved Development Agreement was signed and recorded with the Anoka County Recorder as Document Number 2452334.004; and WHEREAS, The Developer wishes to make a modification to an access point listed in Section 21.r of that recorded Development Agreement; and WHEREAS, the City Council reviewed this request on August 10, 2026. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby approves the First Amendment to the City of Ramsey Development Agreement for Trott Brook Crossing Third Addition and authorizes the Mayor and City Administrator to sign it. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Olson, and upon vote being taken thereon, the following voted in favor thereof: Mayor Heineman, Councilmember Peters Councilmember Olson Councilmember Buscher Councilmember Riley Councilmember Specht
