PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission reconvened the July 1, 1997 regular meeting on Monday, July 7,
1997, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Acting Chairperson Benjamin Deemer
Commissioner Charles LaDue
Commissioner Michael Terry
Commissioner Bradley Thorud

Members Absent:

Chairperson David Bawden
Commissioner Paul Holland
Commissioner Sharon Jensen

Also Present:

Zoning Administrator Sylvia Frolik
City Engineer Steve Jankowski

CALL TO ORDER

Chairperson Bawden reconvened the meeting at 7:06 p.m.

Case #1:

Request for A Conditional Use Permit to Grade and Export Soils; Case of
Thomas Kurak

In response to input received during the public hearing, Zoning Administrator Frolik clarified that the
public hearing notices sent out indicated 800,000 cubic yards but the case cover sheet contained a
typo indicating 100,000 cubic yards.

City Engineer Jankowski stated the main observations have to do with the tree removal and the
shoreland protection ordinances and how they pertain to this request. He stated there is a shoreland
protection zone along Sunfish Lake but not a similar protection zone along Weltand 114P, the
wetland to the east. The Shoreland Zoning Ordinance prohibits clear cutting of vegetation, and any
cutting that occurs must be done so structures, vehicles, etc. will not be visible when viewed from
the body of water (Sunfish Lake). He noted there is substantial tree cutting that will occur within the
1,000 feet overlay district, but the shore of Sunfish Lake has a steep slope and is heavily wooded.
It will remain so when viewed from the lake; there will not be buildings, structures, or vehicles viewed
from the lake. Therefore, he believes the proposed tree removal is within conformance with the
Shoreland Ordinance.

Planning Commission/July 7, 1997
