FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday, October 22, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve lankowski <br />Zoning Administrator Sylvia Frolik <br />Police Chief Mike Auspos <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the regular meeting of the Finance Committee to order at 6:03 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Councilmember Peterson noted that Case #8: Ratification of Purchase Agreement for 14641 Neon <br />Street NW in Ramsey (D.A.R.E. House) should be removed as this was approved at a meeting <br />held on October 17, 1996 and add Case gO: Community Development Office Remodeling. <br /> <br />Consensus was to approve the agenda as amended. <br /> <br />Case #1: Highway #10 Signage <br /> <br />City Administrator Schroeder stated, as the Committee was aware, that there have been ongoing <br />discussions with representatives of Holms Super Bowl regarding an off premises sign located at <br />6740 Highway #10. Under the current ordinance, an off premises sign is not permitted. Super <br />Bowl has requested a conditional use permit in order to construct a sign in violation of this <br />ordinance. He explained that beyond the sign ordinance itself, we do not have a policy on what we <br />may be attempting to accomplish by any activities by the City in this area. It is necessary for the <br />City Council to take action on the current conditional use permit application from Super Bowl for <br />their off-premises sign. However, Council has the option to adopt findings of fact of a negative <br />nature and deny the request. If Council is inclined to pursue a policy for participation in signage <br />that promotes community and business identity, then it would be appropriate to resume <br />consideration of Super Bowl's application from that aspect. It is very important that the findings <br />of fact forwarded to City Council from the Planning Commission be expanded upon to identify the <br />various ways in which the signage proposal, as it has evolved, meets the undocumented goals of <br />the City with respect to marketing the community. The request for the CLIP may then be approved <br />based on the findings of fact.
