Some of the zoning districts
currently being worked on are identified in the Comprehensive Plan as 'Places to Work' and
'Places to Shop'. The Planning Commission conducted a public hearing regarding the text and
map changes on May 1, 2003. The parcels affected by any rezoning were notified. Several
comments were submitted at the public hearing, including property owners in opposition to their
proposed respective rezoning. The public hearing was continued to June 5th' and the Planning
Commission recommended that the City Council review the Comprehensive Plan Future Land
Use Map as requested. There were three areas of concern. The first issue had to do with the
North Rivlyn Street neighborhood, south of Highway #10. The parcels on the north side of
Rivlyn Street are currently zoned Single Family Residential. The Comprehensive Plan
designates this area for 'Places to Work'. The residents are opposed to the proposed rezoning to
E-1 Employment and wish to retain their low-density residential zoning. Subsequent to the May
1, 2003 Planning Commission hearing, the affected residents submitted a petition to City Council
requesting an amendment to the Comprehensive Plan Future Land Use Map to change the

City Council Work Session/June 10, 2003
