PUBLIC HEARING
PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a public hearing on Tuesday, January 3, 1995 at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input
regarding a request for preliminary plat approval of Northfork Oaks 2nd Addition; case of North
Fork, Inc.

Members Present:

Chairperson David Bawden
Commissioner Benjamin Deemer
Commissioner Terry Hendriksen
Commissioner Paul Holland
Commissioner Bradley Thorud

Members Absent:

Commissioner Charles LaDue
Commissioner Michael Terry

Also Present:

City Engineer Steven Jankowski
Zoning Administrator Sylvia Frolik

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 7:36 p.m.

PRESENTATION

Zoning Administrator Frolik stated that North Fork, Inc. is requesting preliminary plat approval of
another portion of the Northfork P.U.D. located in the northeast corner of the property. The plat is
to be named Northfork Oaks 2nd Addition and consists of 73 acres proposed to be platted into 37
single family lots.

CITIZEN INPUT

Fay Niederhaus, 9031 164th Lane N.W. (Lot 4, Block 3 Northfork 3rd Addition) - stated that
when she purchased her property she was told by the owner (who she believes is still with North
Fork, Inc.) that the land north of 162nd Lane N.W. would not be developed. She explained that
she purchased her lot for the view, and she is concerned that the view will be destroyed when this
area is developed. She commented that she is not opposed to developing the area (which would
welcomely alleviate snowmobiling and hunting in the area), but she would like to see the houses
built in the woods and not in the field.

Dennis Peck, Director of Development for North Fork, Inc., stated he would be happy to meet
with Ms. Niederhaus to address her concern. He advised that this area has always been earmarked
for development. He noted that the Northfork Trail Addition, which is west of Northfork Oaks
2nd Addition and north of Ms. Niederhaus's property, will never be developed.

Commissioner Deemer discussed the park trail that borders Ms. Niederhaus's lot, which will serve
as a buffer between this development and her lot.

Public Hearing/Planning Commission/January 3, 1995
Page I of 2
