PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, February 7, 1995 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear <br />input regarding a request to renew a conditional use permit for an asphalt production plant; case of <br />Commercial Asphalt. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thomd <br /> <br />Members Absent: Commissioner Paul Holland <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden cai/ed the public hearing to order at 7:34 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that on July 12, 1988 the City of Ramsey issued a conditional <br />use permit (CUP) to Commercial Asphalt to establish and operate a hot mix asphalt plant. She <br />advised that this permit has now expired and Commemial Asphalt submitted an application for the <br />issuance of a new CUP to continue the operation. <br /> <br />CITIZEN INPUT <br /> <br />Ed Hamilton, 6615 Highway gl0 - stated that he opposes the issuing of the permit. He <br />complained that when a northwest wind occurs, he gets extremely nauseous while outdoors <br />because the fuel oil smell is awful. <br /> <br />Brent Schlueter, Facilities Planning and Compliance Coordinator for Commercial Asphalt, stated <br />that he would like to deal with Mr. Hamilton directly whenever this problem occurs. <br /> <br />Commissioner Hendriksen noted that the Planning Commission has received complaints in the past <br />from businesses on the other side of Highway #10, referencing that the former daycare business <br />stated the combination of the smell of this plant and the "adult bookstore" drove them out of <br />business.
