PUBLIC HEARING
PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a public hearing on Tuesday, April 4, 1995 at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input
regarding a request for preliminary plat approval of Fox Knoll; case of Rick Murray, Residential
Development Company, and Mark Kleckner, Fox Development Co.

Members Present:

Chairperson David Bawden
Commissioner Ben Deemer
Commissioner Terry Hendriksen
Commissioner Paul Holland
Commissioner Charles LaDue
Commissioner Michael Terry
Commissioner Bradley Thorud

Also Present:

City Engineer Steven Jankowski
Zoning Administrator Sylvia Frolik
Attorney Gerry Randall

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 8:45 p.m.

PRESENTATION

Zoning Administrator Frolik stated that Rick Murray of Residential Development Company is
requesting preliminary plat approval of Fox Knoll. Ms. Frolik reminded the Commission that the
subject property was previously proposed for a subdivision to plat 20 acres into two 10-acre rural
lots, and City Staff suggested postponing the platting of the property until this year. This
suggestion was based on the anticipated expansion of the Metropolitan Urban Service Area
(MUSA) and the availability of sewer and water to the site by mid 1995, which would allow
development of the property at urban densities. As anticipated, the subject property was brought
into the MUSA earlier this year, and in March, 1995, the Planning Commission granted approval
to a revised sketch plan to plat the property at urban densities. The plat now consists of 23 acres to
be subdivided into 22 lots, with all lots exceeding the minimum area and dimensional
requirements.

Bob Murray, Residential Development Company, reported that within the last two weeks there
have been some issues discussed with the Ramsey Elementary School Board regarding the trail
system. He explained that the school opposed the portion of trail in the southeast comer of the
subject property connecting with the school property and their Environmental Learning Area, and
that their preference would be to have the trail run up 151st Lane. Mr. Murray agreed that his
development would be better enhanced with that route and would be amenable to revising the trail.
He also noted that the property lines on the plat have been adjusted to save mature trees.

CITIZEN INPUT

Tom Kurak, 15001 Sunfish Lake Boulevard NW - stated that he owned one acre of high land
connected to the southeast comer of this plat. He expressed interest in incorporating this high land
into the Fox Knoll plat.

Public Hearing/Planning Commission/April 4, 1995
Page 1 of 2
