PARK AND RECREATION COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> <br />An informal joint meeting between the Ramsey Park and Recreation Commission and the Elk River <br />Park and Recreation Commission was held on Wednesday, March 8, 1995, at the Elk River City <br />Hall, 13065 Orono Road, Elk River, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Ronald Hetland <br />Commissioner Jill Johns <br />Commissioner Michael Skinner <br /> <br />Members Absent: <br /> <br />Commissioner Beth Asfahl - Excused <br />Commissioner Todd Cook - Excused <br />Commissioner Teresa Henn - Excused <br /> <br />Also Present: <br /> <br />Dave Baak, President RYAA <br />Reid Dmegemueller, Vice President RYAA <br />Mark Boos, Parks/Utilities Supervisor <br /> <br />CALL TO ORDER <br /> <br />The informal joint Park and Recreation Commission meeting was called to order at 7:07 p.m. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: DISTRICT g728 YOUTH ACTIVITIES <br /> <br />Stephen Rohlf, Elk River's Building & Zoning Administrator, explained their concern about <br />Community Athletics, mainly youth activities for District #728. The district consists of 7 cities, 8 <br />townships and 5 counties with 7.9% of the district population (approximately 2100) from Ramsey. <br />Mr. Rohlf explained that they are asking for each entity to contribute their "fair share" using <br />scheduling of fields (8 games out of 100) as an example of part of Ramsey's obligation. If each <br />entity does not fulfill its obligation, the results may be higher user fees for non-participants, which <br />would affect the youth from those communities. <br /> <br />Mr. Rohlf said that research indicated that District #728 would need 120 acres to accommodate <br />future needs. Elk River will develop 20-30 acres as soon as they purchase the land this summer. <br /> <br />Jeff Asfahl will attempt to collate the exact numbers of Ramsey youth participating in District #728 <br />youth activities. <br /> <br />Dave Baak, Ramsey Youth Athletic Association (RYAA), explained that Ramsey faces basically <br />the same problem with exchange of students between Ramsey and Anoka. Reid Droegemueller, <br />RYAA, indicated that putting lights up on the fields behind fields 1 & 2 at Central Park would <br />enable Ramsey to schedule games in the evenings past 8:30, possibly allowing Elk River to use the <br />fields, and provide openings for the future. Mr. Boos explained that there are monies allocated in <br />the Capital Improvement Plan (CIP) for either lighting or additional fields at Central Park next <br />year. Questions arose as to developing additional fields next to Central Park, but as Mr. Boos and <br />Mr. Hetland explained, Ramsey does not own that property and the owner has not expressed an <br />intention of selling in the near future. <br /> Park and Recreation Commission/March 8, 1995 <br /> Page 1 of 2 <br /> <br /> <br />
