CANVASSING BOARD <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Canvassing Board conducted a regular meeting on Wednesday, August 16, 1995, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Mayor Glen Hardin <br /> <br />City Administrator Ryan Schroeder <br /> <br />Councilmember Peterson called the regular meeting of the Canvassing Board to order at 6:08 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />BOARD BUSINESS <br /> <br />Case #1: Declare the Results of the August 15, 1995 Special Election <br /> <br />The special election was to vote on the adoption of the addition of the following to the Charter: <br /> <br />Section 14.1 Modification of the MUSA <br />From time to time the City may wish to expand or modify the area served by sewer and water <br />which is commonly known as the Metropolitan Urban Service Area (MUSA). <br /> <br />14.1.1 Initiation <br />Modification of the MUSA must be initiated by a 4/5 vote of the City Council. <br /> <br />14.1.2 Evaluation of Proposed Modification <br />This Chapter is not intended to alter the planning and evaluation process required by law. <br /> <br />14.1.3 Ratification of Proposed Modification <br />Upon completion of the planning process the proposed modification must be approved by a <br />majority of registered voters prior to its implementation or submission to any outside regulatory <br />body. <br /> <br />Following is the breakdown of the votes. 965 people voted in the election; 752 voted yes and 213 <br />voted no. Precinct lA = 1,558 registered voters plus 19 registering on election day. Total number <br />of persons voting = 242 - 199 yes and 43 no. Precinct lB = 1,807 registered voters plus 18 <br />registering on election day. Total number of persons voting = 121 - 57 yes and 64 no.
