PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, February <br />1, 1994 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />to hear input regarding a request for a conditional use permit for an accessory apartment in the R-1 <br />Rural Residential District; case of Cathy Gustafson. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Fmlik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:41 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that Cathy Gustafson has applied for a conditional use permit to <br />maintain an accessory apartment in her home at 15823 Nowthen Boulevard N.W. The main living <br />quarters were constructed in 1963 and an addition was put on the home in 1974. The addition is <br />separated from the main living quarters by an atrium door and consists of kitchen, living room, <br />bedroom, and bathroom, and is serviced by its own furnace, water heater and gas meter. Ms. <br />Frolik informed that Ms. Gustafson disagrees with the need for a CUP because both units are <br />occupied by family, neither unit is income producing, both units are served by the same septic <br />system and well, and the accessory unit has been used as such since its construction in the 1970s <br />and she continued that use when she took ownership in 1991. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Terry to adjourn the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Terry, Deemer, <br />Hendriksen, LaDue, and Thorud.
