PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Thursday, March 3, 1994 at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a r~lUeSt for a conditional use permit to establish and operate a self-service storage <br />facility in the B-3 Highway Business District; case of William Dubats. <br /> <br />Members Present: <br /> <br />Vice Chairperson Terry Hendriksen <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: Chairperson David Bawden <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Vice Chairperson Hendriksen called the public hearing to order at 7:34 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that self-service storage facilities are not a specifically permitted <br />use in the B-3 Highway Business District, and therefore, Mr. Dubats has applied for a conditional <br />use permit (CUP) to establish and operate self-storage facilities on Lot 3, Block 3, Riverside West. <br />She explained that this development would be an expansion of the self-service storage facilities <br />existing on Lots 1 and 2 of Riverside West, for which CUPs were issued in 1986 and 1987. Ms. <br />Frolik noted the property is in the Critical River Overlay District and is restricted to a 30% <br />impervious surface area which includes structures and pavement. She advised that the site plan <br />proposes approximately 90% impervious surface area and, therefore, a variance has been properly <br />applied for. Ms. Frolik added that Staff received a letter from Terry and Tara Goodwin, dated <br />February 23, 1994, expressing their support of Mr. Dubats' request. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to include the letter <br />from Terry and Tara Goodwin, dated February 23, 1994, as part of the record of this public <br />hearing. <br /> <br />Motion carried. Voting Yes: Vice Chairperson Hendriksen, Commissioners Deemer, Holland, <br />LaDue, Terry, and Thorud. Voting No: None.
