CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Charter Commission conducted a regular meeting on Thursday, January 20, <br />1994, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Commissioner Dennis Donovan <br />Commissioner John Goode <br />Commissioner Judy Mare <br />Commissioner Rodney Nelson <br />Commissioner Richard Netzloff <br />Commissioner Virginia Spain Brist <br />Commissioner Jay Swokowski <br /> <br />Members Absent: <br /> <br />Chairperson Bernard Steffen <br />Commissioner Keith Kiefer <br /> <br />Also Present: <br /> <br />Larry Johnson, Member of the Coon Rapids City Charter <br /> <br />CALL TO ORDER <br /> <br />Vice-Chairperson Goode called the regular meeting of the Charter Commission to order at <br />7:34 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE MINUTES <br /> <br />Motion by Commissioner Nelson and seconded by Commissioner Swokowski to approve <br />the City Charter meeting minutes dated December 16, 1993. <br /> <br />Motion carried. Voting Yes: Commissioners Nelson, Swokowski, Donovan, Goode, <br />Netzloff and Spain Brist. Voting No: None. Absent: Chairperson Steffen and <br />Commissioners Kiefer and Mare. (Commissioner Mare arrived a few minutes after this <br />vote was taken.) <br /> <br />CHARTER BUSINESS <br /> <br />Case #1: Ward System versus At Large <br /> <br />Chairperson Steffen had invited Mr. Larry Johnson, a member of the Coon Rapids City <br />Charter, to talk about the system Coon Rapids has. <br /> <br />Larry Johnson stated that he has been a member of the Coon Rapids Charter Commission <br />for four years. Coon Rapids just went through the process of expanding the size of their <br />City Council from five members to seven members. He stated that the City Council had <br />directed the Charter Commission to review the City Charter to look for antiquated language <br />and gender related items that should be changed. The Charter Commission also decided to <br />review the area of Council size.
