CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Charter Commission conducted a regular meeting on Thursday, April 21, <br />1994, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Bernie Steffen <br />Commissioner Dennis Donovan <br />Commissioner Keith Kiefer <br />Comrmss~oner Judy Mare <br />Commissioner Rodney Nelson <br />Commissioner Richard Netzloff <br />Commissioner Virginia Spain-Bfist <br />Commissioner Jay Swokowski <br /> <br />Members Absent: Commissioner John Goode <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br /> <br />CALL TO ORDER <br /> <br />Chairperson Steffen called the regular meeting of the Charter Commission to order at 7:30 <br />p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE MINUTES <br /> <br />Motion by Commissioner Nelson and seconded by Commissioner Netzloff to approve the <br />following minutes: <br /> <br />1) Charter Commission meeting minutes dated January 20, 1994 <br /> <br />Motion carried. Voting Yes: Chairperson Steffen, Commissioners Nelson, Netzloff, <br />Kiefer, Spain-Brist and Swokowski. Voting No: None. Absent: Commissioners <br />Donovan and Mare (arrived following vote) and Commissioner Goode. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Ward System versus At Large <br /> <br />Commissioner Swokowski stated that at the Commission's last meeting, he had offered to <br />contact a gentleman from St. Paul who may have some information relating to ward versus <br />at large Council systems. He contacted him and found that he had nothing really tangible to <br />support either system.
