STAFF BUDGET MEETING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Staff conducted a Staff Budget Meeting on Thursday, July 21, 1994, at
the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota.

Members Present:

City Administrator Ryan Schroeder
Finance Officer Jessie Hart
City Engineer Steven Jankowski
Police Chief Mike Auspos
Administrative Services Manager Kay McAloney
Assistant Fire Chief Dean Kapler
Police Sergeant Dave Gustafson
Parks/Utilities Supervisor Mark Boos
Public Works Supervisor Merle Mevissen
Zoning Administrator Sylvia Frolik
Economic Development Coordinator James Gromberg
Senior Accountant Mary Gomez
Intern Heidi Welsch

CALL TO ORDER

The meeting began at 3:06 p.m.

City Administrator Schroeder stated that Economic Development Authority would also be
discussed today.

Police Protection - Personnel - Police Chief Auspos stated he is looking to add one more
officer in 1995. Accessories - film, gas, etc. - he stated he left it the same as was requested
in 1994.

Mr. Schroeder asked why the gas was lower in 1993.

Chief Auspos stated it could be the prices or how busy the department was, etc. In 1994, it
is running a little lower too. Uniforms for 1995 - we will be looking over the equipment.
There is a little drop on batteries. Ammunition - we have had mandated shoots - one of the
reasons we spend more on ammunition is we have more people shooting also. Materials,
supplies, etc., Officer Kuhn wants to use our dark room at least one more year. We have
switched to a lot of color now. We have all the equipment but may be totally gotten rid of
after awhile. Operating supplies - he felt with the line items, we should have a better
handle on the items. Batteries - keeping it the same. We should not have a problem
replacing batteries. Tires and brakes is pretty self-explanatory. Not using vehicles over 60
- 70,000 miles should reduce tire purchases. He stated he is somewhat hoping that if we
go to a constant rotation, all should be down - tires, batteries, brakes, etc. He stated they
put 5,000 miles on a set of tires.

Sergeant Gustafson stated that the driving school in St. Cloud is hard on the tires;
however, we feel the class should be in our squads. We get cheaper tuition if we use our
own squads; however, with the extent of the tire wear, it's about a wash.

Public Works Supervisor Mevissen felt that the brakes should be "kicked" up a bit higher.

Chief Auspos replied maybe, but we'll wing it. Telephone and telegraph, he stated he
talked to Linda Meyer and this may be a bit high. MDT charges are in data processing
(service contract fee).

Staff Budget Meeting/July 21, 1994
