I PUBLIC HEARING PLANNING AND ZONING COMMISSION CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey~ Planning and Zoning Commission conducted a public hearing on Tuesday, February 2, 1993 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input regarding a request for a conditional use permit amendment; case of Danny's Aluminum ~ocessing, Inc. Members Prasent: Chairperson David Bawden Commissioner Benjamin Deemer Commissioner Terry Hendriksen Commissioner Paul Holland Commissioner Charles LaDue Members AbSent: Commissioner Michael Terry Commissioner Bradley Thorud Also Present: CALL TO ORDER Zoning Administrator Sylvia Frolik Project Manager James Gromberg City Engineer Steven Jankowski Chairperson Bawden called the public hearing to order at 8:00 p.m. PRESENTATION Zoning Administrator Frolik stated that last year Danny's Aluminum Processing, Inc. applied for an amendmeht to their conditional use permit (CUP) to allow for dismantling engines and transmission~ on site. City Council denied this request and directed Ms. Frolik to work with Mr. Karst to get ltim into compliance with his CUP. Ms. Frolik stated she has reported back to City Council that h~e is now in compliance and Council has directed her to proceed with his request for an amendment as soon as possible. CITIZEN INPUT Chairperson Bawden read into the record a letter from Jerry L. Martin, Ah-So-Company, 14021 Basalt Street I~I.W.; see Attachment A. Bob Brown, 14161 Basalt - stated he was very much opposed to the expansion of the permit because Danny's was not operating today within the terms of the CUP. Mr. Brown stated he has given the Citer letters and pictures concerning the non-compliance. He complained that Danny's facility is a detriment to his own business and he is losing customers and that his property evaluation is going down because of the scrapyard next door. He stated he didn't feel we need a larger junkyaffi in the City of Ramsey and urged the commission not to expand the CUP. Dan Karst, Danny's Aluminum Processing, Inc. - stated they're asking to reimplement the disassembling of transmissions and engines within the building. He pointed out that the City granted a permit for the same to a competitor. He reported that within the last 60 days eight different agencies inspected and evaluated his facility as in compliance and he is also in compliance with his CUPi Public Hearing/Planning & Zoning Commission/February 2, 1993 ~ Page 1 of 2
