(Dan <br />Karst, Jr.). ~ <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br /> <br />Members Ab~nt: <br /> <br />Commissioner Michael Terry <br />Commissioner Bradley Thomd <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:37 p.m. <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated Mr. Karst is requesting a conditional use permit (CUP) to <br />disassemble engines and transmissions and conduct wholesale activities in the Industrial District, <br />and to acco ,n~aodate such, he has submitted a site plan to construct a 12,500 building on Lots 2 <br />and 3, Bloc~ 4, ~3ateway North Industrial Park Plat g'2. Ms. Frolik explained that the reusable <br />engine and transmission parts resulting from the disassembly process will be wholesaled on the <br />site. <br /> <br />CITIZEN INPUT <br /> <br />Bob Brown, ~owner of Production Design Products, Inc., 14161 Basalt Street N.W. - stated he <br />was located directly across from Mr. Karsfs operation and that he was opposed to Mr. Karst <br />adding on to his site plan. He explained that Mr. Karst is not in compliance with his CUP today; <br />that Mr. Kar ;t loads and unloads in the street; that smoke and fumes emitting from Mr. Karst's <br />operation afl real bad; that Mr. Karst has a problem with oil mn-off; that Lot 2 is a total junk or <br />scrap yard .at needs to be cleaned up; that there is junk and scrap in the street; and that Mr. <br />Karst's fencittg iS of no use. Mr. Brown stated he was concerned about the valuation of his own <br />property deer easing. Mr. Brown concluded that since the City is cleaning up the landfill, it should <br />not mess up te City with an operation such as this. <br /> <br />Jerry Martin, owner of Ah-So Company, 14021 Basalt Street N.W. - stated he would not be <br />concerned with further expansion if Mr. Karst's operation would adhere to its current CUP. He <br />stated that MI;. Karst has done a big job of cleaning up but has not adhered to his CUP since then. <br />Mr. Martin ~as concerned that if Mr. Karst did expand, he would conduct his business in the same <br />manner as in ~the past. He stated there was still debris in the roadway and that the fencing is going <br />down again en the south side of the property. Mr. Martin stated he recently picked up a soil <br />sample from ~Ir.
