FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a special meeting on Wednesday, December 1, <br />1993, at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota, to conduct a public hearing regarding the 1994 Truth in Taxation Budget <br />Hearing. <br /> <br />Members Present: <br /> <br />Mayor James Gilbenson <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Couneilmember Gerald Zimmerman <br /> <br />Members Absent: Councilmember Sheila Beycr <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the special meeting/public hearing to order at 7:03 p.m. <br /> <br />PUBLIC HEARING <br /> <br />Case #1: 1994 Truth in Taxation Budget Hearing <br /> <br />Presentation: <br /> <br />City Adminisa'ator Schroeder stated that the reason for this hearing is to receive comments <br />on the 1994 budget. He explained that the major changes to the 1994 proposed budget are <br />to replace the reduction in certified aids, the addition of a new police officer, funding for <br />the newfire tanker and budgeting for the street maintenance program. Mr. Schroeder <br />summarized the average residential service charges and the average property taxes plus the <br />average City cost per improved parcel for City services. He pointed out that the City's <br />staffing lovel had basically remained the same since 1989, with the exception of the Police <br />Department and the Public Works Department. Mr. Schroeder explained that the City is <br />proposing a fairly significant tax increase, however, the County is remaining constant and <br />the Anoka-Hennepin School District has decreased their taxes making the average tax <br />increase fairly negligible if there was no increase in property value. <br /> <br />Mr. Dennis Sharp, owner of industrial property in Ramsey, stated that his market value and <br />taxes increased significantly. He felt that the figures were too high. <br /> <br />Finance Officer Hart informed Mr. Sharp that the meeting to discuss property valuation is <br />the Board of Review held in the spring of the year. She suggested Mr. Sharp call the <br />Anoka County Assessor's Office to inquire about his property value. <br /> <br />Ernie Larson, 7229 - 153rd Lane N.W., Ramsey, suggested that City Staff do a better <br />"public relations" job prior to the budget hearing to let the residents know what the increase <br />will be, why the increase is necessary and what effect it will have on them dollar and <br /> <br />1994 Truth in Taxation Budget Public Hearing/December 1, 1993 <br /> Page 1 of 2 <br /> <br /> <br />
