BUDGET COMMITTEE <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The RamseY But[get Committee conducted a special meeting on Tuesday, October 6, 1992 at the <br />Ramsey MdniciP~ Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members l~sent: Councilmember Kenneth Peterson <br /> I Couneilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> <br />Also Present: City Adminisn'ator Ryan Schroeder <br /> Finance Officer Sandra Ashley Helling <br /> Personnel Coordinator Kay McAloney <br /> City Engineer Steven Jankowski <br /> <br />CALL TOiORI}ER: <br />Councilme~ber Peterson called the special Budget Committee meeting to order at 5:40 p.m. <br />CITIZEN ~'INPUT <br /> <br />None <br /> <br />APPROVE -AGENDA <br /> <br />Consensus Was to approve the agenda as presented. <br /> <br />CONSENT AGENDA <br /> <br />The followifig Consent Agenda item was noted by the Budget Committee: <br /> <br />1) ReceiVe memo from Finance Officer regarding refunding of 1987 tax increment bond issue <br /> <br />COMMITTEE. BUSINESS <br /> <br />Case #1: Rates, Fees and Charges <br /> <br />Finance Officer Helling stated the City now has some homes that will need to be billed for street <br />lighting. Stie~s~ the recommended rate is $2.75 per month or $8.25 per quarter. With that rate, <br />when a sub~Visi0n reaches 70% developed, the revenue will equal th~, expenses. If a development <br />is not at 7(I%' sufficient dollars would remain from the developer s contribution to allow the <br />subdivision!-to b~ak even for another three to four years. If development occurs at a faster rate, <br />these doltar~ could be used to assist in the City's priority intersection street light program. <br /> <br />City Admit!tstrator Schroeder stated that this rate is for urban subdivisions and that rural <br />subdivision8 would be higher in cost. <br /> <br />Councilmember Hardin suggested City Staff devise a rate formula for the rural area as well. <br /> <br />Mrs. Helling stated that Staff is recommending the following rates with regard to urban street <br />lighting: E~vell)ver contribution: Installation - Cobra street light (at AEC rate to the City) <br />$600/light. ~l~istall~ttion - Traditionaire subdivision light (at AEC rate) $400/light and operation and <br /> <br /> Budget Committee/October 6, 1992 <br /> Page 1 of 3 <br /> <br /> <br />
