NEGOTIATING COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsay No~gotiating Committee conducted a regular meeting on Tuesday, May 26, 1992 at the <br />Ramsey M~u~ nicipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members !?reset~t: Couneilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> Councilmember Kenneth Peterson <br /> <br />Also PreSent: <br /> <br /> City Administrator Ryan Schroeder <br /> Personnel Coordinator Kay McAloney <br /> Finance Officer Sandra Ashley Helling <br /> City Engineer Steven Jankowski <br /> <br />CALL TO OR ER <br /> <br />CouncilmetnberlPeterson called the regular meeting of the Negotiating Committee to order at 5:32 <br />p.m. <br /> <br />CITIZEN' INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br />Consensus Was to approve the agenda as presented. <br /> <br />COMMI~TEE BUSINESS <br /> <br />Case #1: 1992 Wages and Benefits for Exempt Employees <br />City Admin~i,'stratOr Schroeder stated that, when last discussed, it was decided to delay the approval <br />of the proljOSed~ plan for exempt employees until after the first mediation session with the <br />AFSCME _lP~rgai~ing unit. The mediations session was held on May 19, 1992. <br /> <br />Mr. Schroe~er s~ted that what he's been hearing during the discussions with AFSCME is that the <br />City doesn'~ conlpare well with the market for wages. He stated that tenure should be taken into <br />considerati4n. The tenure of the AFSCME group, on average, is approximately 3.5 years and the <br />tenure of t§¢ exempt group, on average, is 6.6 years. As of 1991, AFSCME wages were at <br />91.87% of ~e Ma. rket and the exempt was at 93.41% of the market. He added that the way the <br />insurance b(mefits are paid (the $250.00 an employee gets whether they choose single or family <br />coverage) should[also be taken into consideration as should the flexible benefit plan. He stated the <br />concerns h~ard last time this proposed plan was discussed were with regard to performance <br />evaluations~ Tho concern is still there and the plan won't be perfect to start with; however, it is a <br />start and he feels this is a reasonable plan. <br /> <br />CouncilmeViiber Beyer stated she has a problem with comparable worth being used and questioned <br />why the City, couldn't have a system where all employees could reach market. <br /> <br />Negotiating Committee/May 26, 1992 <br /> Page 1 of 3 <br /> <br /> <br />
