PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey~ Planning and Zoning Commission conducted a public hearing on Monday, April 6, <br />1992 at the Ranlsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to <br />hear a reqt!~st for a conditional use permit to establish auto repair/towing/new parts sales on <br />property z0~ed R~3 Urban Residential; Case of ATH, Inc. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner B enj amin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br /> <br />Members Ab'sent: Commissioner Bradley Thorud <br /> <br />Also Present: Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson BaWden called the public hearing to order at 7:58 p.m. <br /> <br />Commissioner Deemer announced he would be stepping down from the Commission for this <br />public headn~g arid that he would like to be heard as a citizen. <br />PRESENTATION <br /> <br />Zoning Adtm'.'nis~rator Frolik stated that ATH, Inc. has applied for a conditional use permit for auto <br />repair, auto: towing and new parts sales on property zoned R-3 Urban Residential. <br /> <br />Greg IssacsOn, 6600 France Avenue South, Minneapolis, Attorney for ATH, Inc. - stated that <br />since the application for a conditional use permit was made and the site plans drawn up for <br />developmefi{ of !the property, the applicants would like to modify their conditional use permit <br />application: to a temporary 18-month permit. The reason is because the proposed use is not <br />generally compatible with existing and proposed residential development in the area. ATH, Inc. <br />has stated th~,y v~ould like to work with the City to find a properly zoned district where they could <br />conduct theii~ bu~siness; however, until then they would like the CUP to be able to conduct the <br />business at ~eir Present location. <br /> <br />CITIZEN INPUT <br /> <br />Benjamin Deemer, owner of adjacent property to the south - 14544 Nowthen Boulevard N.W., <br />Ramsey - staged that since City Council took action to terminate the current use that existed on the <br />subject prol~¢q-ty,!his own property conditions changed immensely due to a fire. He stated he was <br />intending a: a. ml~iple residedntial use for his property in the future but now he is forced to do <br />something immediately. He added that the subject property at the present time is cleaner and heater <br />than it has e~/er been but that he is against a permanent use of this type for the property. Mr. <br />Deemer stated he has to invest a lot of money to get his property to the use it is zoned for and he <br />wants some protection from the City that only proper uses will be permitted on the property <br />adjacent to hi~. <br /> <br />~ublic Hearing/Planning & Zoning Commission/April 6, 1992 <br /> Page 1 of 2 <br /> <br /> <br />
