<br />,- <br /> <br /> <br />Date: January 15, 1998 <br />To: Ramsey City Council and Planning <br />Commission <br /> <br />Subject: Report on Comprehensive Plan Focus <br />Group Recommendations <br /> <br />From Fred Hoisington <br /> <br />INTRODUCTION <br /> <br />Twenty people representing a multitude of growth perspectives were appointed by the City Council to <br />define issues and recommend solutions as part of the comprehensive planning process. The Focus <br />Group met four times on December 2, 9, 16 and 22, 1997. This report represents a summary of the <br />outcomes of the Focus Group's deliberations. <br /> <br />FOCUS GROUP PROCESS. <br /> <br />Virtually all of meetings #1 and #2 involved the definition of issues. Meetings #3 and #4, then, <br />focused on issues resolution. <br /> <br />ISSUES DEFINITION <br /> <br />During meetings #1 and #2, the Focus Group concluded that it supports: <br /> <br />· An improved Mississippi River Crossing - but there may be issues related to the location <br />of a new bridge. The community survey supports a new Mississippi River Bridge <br />Crossing. <br />· Improvements which diminish traffic congestion. <br />· Planned commercial and industrial growth in the Highway 10 corridor. <br /> <br />The Focus Group also defined seven issues as follows: <br /> <br />Issue 1 - Residential Growth - Urban growth creates conflicts where it meets rural development. <br /> <br />Issue 2 - Parks. Recreation. Trails. and Open Space - Should the City emphasize passive open <br />space or active parks? Do all parks have to accommodate all of the same uses? <br /> <br />Issue 3 - Protect Rural Lifestvle - Urban/rural conflicts, how do we resolve them? <br /> <br />Issue 4 - Individual Property Riahts - Rights of landowners to develop vs rights of surrounding <br />residents. <br /> <br />Issue 5 - Densitv of Population - How to make urban and rural densities compatible? <br /> <br />Issue 6 - Housina Diversitv - How much and in which location should diverse housing occur? <br />
