The boulevard was redone at the time Highway 47 was improved. Mr. Kemp's
concern is the quality of the turf. There are also people walking up the boulevard up to Alpine
Drive, which is the nearest crosswalk. Currently there is a trail all the way down Highway 47 on
the east side of the road. Mr. Kemp's question is if there is value to putting the trail on the west
~u~. .

Mr. Kemp stated people come up the frontage road, and then either have to cross the highway or
walk on his side of the road. When they put in the road they put nice sod in there. The first
winter the salt killed it all off, and the only thing growing within the ten feet of curb is crab
grass. He was concerned about whether MnDOT would give him sod that could stand up. The
other option would be to put a paved trail there; it would not necessarily have to be as wide as
other trails. He explained he has seen people that bike and walk down the highway in the turn
lane.

Public Works Committee/October 19, 2004
