BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Budget Committee conducted a meeting on Tuesday, July 23, 1991 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Councilmember Kenneth Peterson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />Police Chief Michael Auspos <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the Budget Committee meeting to order at 5:38 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Mrs. Helling stated she would like a case added to discuss Community Education District #728 and <br />also a short discussion of the Community Education situation for the Anoka-Hennepin District <br />#11. <br /> <br />It was the consensus of the Committee to approve the Agenda with the following addition: <br /> <br />Case #5: <br /> <br />Discussion of Community Education District #728 (Elk River), <br />including a Short Discussion of the Community Education Situation <br />for the Anoka-Hennepin District #11. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Status and Possible Implementation of the Small Business <br /> Administration Grant (S.B.A.) <br /> <br />Mrs. Helling stated that the City had made the "cut" for the grant application and that the <br />Department of Natural Resources (DNR) was recommending that the grant be approved. She <br />added that in-kind money should not include administrative type duties, meaning the City will not <br />get credit for the report writing, etc. Upon inquiry, she replied that the City has money set aside <br />for the purchase of trees and she would recommend using that money to fund labor time for tree <br />planting. <br /> <br />Mr. Schroeder suggested maybe allocating some of the $2,000 for wages and some towards capital <br />purchases. He stated there will be additional administrative expense in implementing the grant and <br />it would be appropriate to use some of the budgeted amount for that expense and whatever <br />additional overhead the City didn't encumber could be used toward capital purchases. <br /> <br />The requirements for the Tree City U.S.A.
