NEGOTIATING COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Negotiating Committee held an open meeting on Thursday, January 31, 1991 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Sheila Beyer (arrived approximately 5:00 p.m.) <br />Personnel Coordinator Kay McAloney <br />AFSCME Business Agent Matt Nelson <br />AFSCME Union Steward Gayle Rogers <br />AFSCME Alternate Mark Boos <br /> <br />Also Present: <br /> <br />Recording Secretary Jo Thieling <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 3:05 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Nolle <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Labor Negotiations with AFSCME Bargaining Unit for 1991 <br /> <br />Mr. Matt Nelson stated that after the October 26, 1990 meeting, the AFSCME Bargaining Unit had <br />filed for mediation; however with the election, the Bargaining Unit felt it made sense to wait for the <br />new year and try to resolve the issues without mediation. <br /> <br />Councilmember Hardin stated that the Councilmembers on the Negotiating Committee have met for <br />a number of hours also and the overall feeling is that the City needs a good solid staff (which they <br />have) and they should be fairly compensated. He acknowledged that there were concerns and <br />problems in the past; however, he stated the Council would like to move forward and come to an <br />equitable agreement with City Staff. <br /> <br />Councilmember Peterson added that they are aware of positions well below the pay range they <br />should be and these problems will be addressed. He reiterated that the Council's policy is to <br />remedy the inequities. <br /> <br />Mr. Nelson commented that the proposal given to the Committee is flexible. <br /> <br />Councilmember Peterson stated that the Councilmembers have tried to be fair with their counter- <br />proposal and that they are open to any and all suggestions. <br /> <br />AFSCME Alternate Mark Boos expressed his thanks to the Councilmembers for all their time spent <br />working on the contract. <br /> <br />AFSCME Union Steward Gayle Rogers stated she was very impressed with the new City Council. <br />She feels there is more of a "united" feeling now. <br /> <br />Negotiating Committee/January 31, 1991 <br /> Page 1 of 6 <br /> <br /> <br />
