PLAN <br /> <br /> PUBLIC HEARING <br />NING AND ZONING COMMISSION <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing regarding the request <br />for a conditional use permit to operate a groundwater pump out and treatment system; Case of <br />Waste Management of Minnesota, Inc. on Tuesday, April 2, 1991 at the Ramsey Municipal <br />Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: Chairman Gerald Zimmerman <br /> Comnnssloner David Bawden <br /> Commissioner Benjamin Deemer <br /> Commissioner Terry Hendriksen <br /> Commissioner Charles LaDue <br /> Commissioner Michael Terry <br /> Commissioner Bradley Thomd <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steve Jankowski <br />Merland Otto, Hakanson Anderson Associates, Inc. <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:40 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />PRESENTATION <br /> <br />Mr. Steve Kollodge, General Manager at the Landfill introduced Mr. Don Otter, Vice Pre'sident, <br />Landfill Operations, Mr. Girard Hamlin, Regional Engineer Manager, Mr. Bruce lWeaver, Site <br />Engineer and Mr. Wayne Sarappo, Project Manager for the State of Minnesota, responsible for <br />clean-up action at the landfill. Mr. Kollodge stated that in the early 1980'2 Waste Management, <br />through monitoring at the landfill, started detecting ground water contamination. The Minnesota <br />Pollution Control Agency (MPCA) recognized it as coming from the landfill. In 1985, Waste <br />Management entered into a consent order with the State of Minnesota to clean up the 'ground water. <br />Since 1985, Waste Management has conducted a series of reports regarding ground water testing <br />and has developed a plan to eliminate ground water contamination generated by the landfill. Mr. <br />Kollodge summarized the supporting documentation dated March 11, 1991 submitted with their <br />conditional use permit application to the City. <br /> <br />City Engineer Jankowski stated that Waste Management of Minnesota held a public informational <br />meeting with the neighbors in the area. <br /> <br />Mr. Kollodge stated the meeting was held to explain the treatment plant and also to answer any <br />questions area residents may have.
