PUBLIC HEARING <br />PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Planning and Zoning Commission held a public hearing to hear a request for approval of <br />revised preliminary plat for River Bluffs P.U.D.; Case of Jack Miller on Tuesday, May 7, 1991 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Chairman Gerald Zimmerman <br />Commissioner David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Charles LaDue <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />City Engineer Steve Jankowski <br /> <br />Members Absent: <br /> <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:39 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Jankowski stated the proposed plat of River Bluffs P.U.D. received preliminary plat <br />approval. However, the petitioner is requesting that the plan be mod/fled. The streets have been <br />reconfigured so that the through street with Oneida Street to the north is eliminated and Juniper <br />Ridge Drive is extended into the plat from the west as a cul~de-sac. This would create 24 lots <br />instead of 20. <br /> <br />Jack Miller stated that since the revised plan was submitted, he had received Mr. Jankowski's <br />review letter, making comment of the length of the cul-de-sac. In response, he is now proposing <br />to construct a "dog leg" street configuration in the north end of the plat to connect with Oneida <br />Street N.W. <br /> <br />CITIZEN INPUT <br /> <br />Dorothy Stadfelt, 15111 Juniper Ridge Drive N.W., Ramsey - stated her property abuts Lot 1 and <br />she understands Juniper Ridge would be a through street. She has a problem with the easement <br />along Lot 1 and Lots 8 and 11. She stated her house had been broken into from the river side and <br />she has no desire to make her property more accessible from that side. She added that Lot 1 is <br />currently under water. She stated she does not feel Lot 1 could handle a house and septic system. <br /> <br />Mr. Jankowski explained this is a request for preliminary plat approval. With regard to building <br />on Lot 1, it would need to be demonstrated there is enough Class I soils to hold a septic system. <br /> <br />Greg Swanson, 15041 Juniper Ridge Drive N.W., Ramsey - stated that the community was <br />concerned about over-expansion and went to a 4 in 40 density zoning. He inquired if it is in our <br />best interest to make more lots as originally there were 20 lots and now they are proposing 24.
