Ulrich <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Director of Public Works Brian Olson <br />Community Development Director Amber Miller <br />Fire Chief Dean Kapler <br />Police Chief Jim Way <br />Assistant City Engineer Tim HiImner <br />Associate Planner Tim Gladhill <br /> <br />TOPICS FOR DISCUSSION <br /> <br />1) Emergency Management Exercise <br /> <br />City Administrator Ulrich announced that the first portion of the agenda is an emergency <br />management exercise that would be lead by Fire Chief Dean Kapler, the City's Director <br />of Emergency Management. The exercise began at 5 :40 p.m. <br /> <br />Fire Chief Kapler disseminated handouts dealing with emergency management <br />information. He explained the difference between an emergency and a disaster, talked <br />about who is involved, pointed out a typical incident of command scenario, briefly <br />discussed short term and longer term planning, logistics, the roles of Mayor and Council, <br />and finally how and when the Mayor would declare a state of emergency. A portion of <br />the video from the Hugo, Minnesota tornado was played. Chief Kapler then handed out a <br />scenario where Ramsey is hit by a tornado and explained that the staff group and the <br />Council group would separately discuss what their expectations are of what should <br />happen within the first hour of the storm. The expectations were then shared and <br />compared.
