<br />ORDINANCE NO. 09-08 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 7 OF THE RAMSEY CITY CODE, WHICH <br />CHAPTER IS KNOWN AS THE "LICENSING AND PERMITS" CHAPTER OF THE <br />CITY CODE. <br /> <br />AN ORDINANCE REPEALING SECTION 7.13 OF THE CITY CODE, WHICH <br />SECTION IS TITLED "PAWN BROKERS", AND REPLACING THE TEXT WITH A <br />NEW SECTION 7.13. <br /> <br />The City of Ramsey Ordains: <br /> <br />. SECTION 1. AMENDMENT <br /> <br />Section 7.13 entitled "Pawnbrokers" of the City Code is hereby repealed and replaced with the <br />following: <br /> <br />7.13 <br /> <br />Pawnbrokers <br /> <br />7.13.01 <br /> <br />Definitions. When used in this Section, the following words shall mean: <br /> <br />Billable Transaction - Every reportable transaction conducted by a pawnbroker, <br />regardless of the number of items received in that transaction. <br /> <br />City - The City of Ramsey, Anoka County, Minnesota. <br /> <br />Licensed Premises - The specific building which has been licensed pursuant to <br />this Section. "Licensed Premises" does not include any outbuildings, attached or detached to the <br />licensed premises. <br /> <br />Pawnbroker - A person who loans money on deposit or pledge of personal <br />property or other valuable thing; who deals in the purchasing of personal property or other <br />valuable thing on condition of selling the same back again at a stipulated price; or who loans <br />money secured by chattel mortgage or by personal property, taking possession of the property or <br />any part thereof so mortgaged. To the extent that a pawnbroker business includes. buying <br />personal property previously used, rented, or leased, the provisions of this Section shall be <br />applicable. Any bank, savings and loan association, or credit union shall not be deemed a <br />pawnbroker for purposes of this Section. <br /> <br />Receive - To purchase, accept for sale on consignment or take in pawn any <br />secondhand good. <br /> <br />Ordinance #09-08 <br />Page 1 of 15 <br />
