WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, July 15, 2003, at the Ramsey <br />Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember Patti Kurak <br />Councilmember A1 Pearson <br />Councilmember Sarah Strommen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br />Assistant Public Works Director Brian Olson <br />TIF Specialist Sean Sullivan <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council work session to order at 6:33 p.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />TOPICS FOR DISCUSSION <br /> <br />1) Fiscal Impact Study <br /> <br />Rusty Fifield, Hoisington Koegler, presented the City with a Fiscal Impact Analysis. He <br />explained that the analysis forecasts future development, builds an analytical relationship <br />between development and the General Fund, and projects the property tax rate for the General <br />Fund and debt. <br /> <br />City Administrator Norman noted that it was a preliminary review of the fiscal impact analysis <br />and changes will have to be made. <br /> <br />Discussion ensued relating to the Town Center and its impact.
