Councilmember Cook introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #03-01-012 <br /> <br />RESOLUTION ORDERING THE INITIATION OF AN ALTERNATIVE URBAN <br />AREAWIDE REVIEW (AUAR) ENVRIONMENTAL REVIEW FOR THE AREA TO BE <br />DEVELOPED AS THE RAMSEY TOWN CENTER <br /> <br /> WHEREAS, Ramsey Town Center LLC, hereinafter referred to as "Developer", is <br />proposing to develop the Ramsey Town Center, a mixed-use development, within the City of <br />Ramsey, hereinafter referred to as "City" on land shown on Exhibit A, hereinafter referred to as <br />the "Subject Property", that is attached to this document; and <br /> <br /> WHEREAS, under the City's Comprehensive Land Use Plan, the Subject Property is <br />designated as Mixed-Use, Medium Density Residential, and Low Density Residential; and <br /> <br /> WHEREAS, the Developer is proposing to locate a mixture of residential, commercial, <br />light industrial, office, institutional, and public uses on the Subject Property; and <br /> <br /> WHEREAS, the Developer desires that the variety of land uses to be intermingled <br />amongst each other to provide for diversity of uses and density; and <br /> <br /> WHEREAS, the Developer is proposing that the Ramsey Town Center contain up to <br />2,400 housing units; and <br /> <br /> WHEREAS, the Developer is proposing that the Ramsey Town Center contain up to <br />810,000 square feet of leaseable commercial, retail, office, light industrial, and institutional <br />square footage; and <br /> <br /> WHEREAS, Chapter 4410.4300 of Minnesota Rules states that a mandatory <br />Environmental Assessment Worksheet (EAW) must be conducted if certain mandatory <br />thresholds are exceeded; and <br /> <br /> WHEREAS, Chapter 4410.4400 of Minnesota Rules states that a mandatory <br />Environmental Impact Statement (EIS) must be prepared if certain mandatory thresholds are <br />exceeded; and <br /> <br /> WHEREAS, the Ramsey Town Center, as proposed will exceed many of the applicable <br />thresholds for requiring a mandatory EAW and EIS; and <br /> <br /> WHEREAS, Chapter 4410.3600 of Minnesota Rules allows for alternative <br />environmental review of a project when environmental review is required; and <br /> <br /> <br />
