Councilmember Pearson introduced the following resolution and moved for its adoption: RESOLUTION #03-01-025 RESOLUTION AUTHORIZING THE REORGANIZATION OF THE POLICE DEPARTEMNT WHEREAS, the Public Safety Board met on January 16th and discussed a proposed re- organization of the Police Department to create a Captain position and eliminate the positon of Corporal; and WHEREAS, the Public Safety Board has recommended to the City Council that the proposed re-organization be considered by City Council; and WHEREAS, staff has researched the fiscal and organizational impacts of the proposed re-organization; and WHEREAS, the proposed re-organization would have a fiscal impact of $820 for 2003, which has been included in the 2003 budget for Police personnel; and WHEREAS, the proposed re-organization would provide for more clear definition of the role of second in command within the Department and provide for increased supervision for each of the three daily shifts conducted by the Department; and WHEREAS, the Personnel Committee has reviewed the request for re-organization and along with staff recommends the proposed re-organization to the City Council. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) City Council authorizes the re-organization of the Police Department and establishes the position of Captain to replace the position of First Sergeant and establishes an additional Sergeant position and eliminates the position of Corporal. 2) City Council authorizes the additional funding of $820 that was included in the 2003 budget for Police personnel for the additional Sergeant position. The motion for the adoption of the foregoing resolution was duly seconded by Council member Elvig, and upon vote being taken thereon, the following voted in favor thereof: Mayor Gamec Councilmember Pearson Councilmember Elvig Councilmember Kurak Councilmember Stommen Councilmember Zimmerman
