PLANNING AND ZONING COMMISSION
PUBLIC HEARING
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday,
April 3, 1990 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota regarding Mr. Gerald Bauer's request for pre-final plat approval of Trott Brook
Ponds P.U.D.

Members Present:

Mr. Gerald Zimmerman, Chairman
Mr. Ben Deemer
Mr. David Bawden
Mr. Terry Hendriksen
Mr. Michael Terry
Mr. Charles LaDue

Also Present:

Community Development Director Mark Banwart

CALL TO ORDER

Chairman Zimmerman called the public hearing to order at 7:37 p.m.

PRESENTATION

Mr. Gerald Bauer and Jeff Caine of Caine and Associates were present.

Mr. Jeff Caine stated that the plat layout has been redrawn to include a through street rather
than a cul-de-sac that exceeded the maximum length of 600 feet as allowed by City Code.
In addition, the plat name is being changed to Fox Ridge Estates.

Mr. Banwart noted that the plat will be reviewed for park dedication requirements by the
Park and Recreation Commission on Thursday, April 11, 1990.

CITIZEN INPUT

Colnmissioner Deemer expressed concern that the lots accessing onto Hwy. #47 would
lose that access when Hwy. #47 is upgraded; in anticipation of that, those lots should be
granted easements across park land in order to have access onto a public street.

Mr. Banwart replied that the State will be repaving Hwy. #47 but they indicate it will be
treated as a localized collector versus a major collector.

Karen Vander Lee - 6353 169th Lane N.W. - Stated that her property abuts the plat on the
southwest; there are drainage problems in the southwest area of the plat; if the lot proposed
in that southwest area is filled and developed, it could cause her to have drainage problems
on her own property.

Planning & Zoning Commission Public Hearing/April 3, 1990
Page 1 of 2
