douncilmember ENig introduced the following resolution and moved for its adoption: <br />RESOLUTION #08 -01 -019 <br />A RESOLUTION APPROVING THE ISSUANCE OF A CONDITIONAL USE PERMIT <br />FOR THE CONSTRUCTION AND OPERATION OF A 165 -FOOT <br />TELECOMMUNICATIONS TOWER ON THE ALPINE PARK PROPERTY AND <br />DECLARING TERMS OF SAME <br />WHEREAS, T- Mobile USA has properly applied for a conditional use permit to <br />construct and operate a 165 -foot communications tower on a 60 foot by 40 foot section (Site) of <br />the property generally known as Alpine Park located at 6600 Alpine Drive and legally described <br />as follows: <br />Lot 1, Block 1, Alpine Addition, Anoka County, Minnesota <br />WHEREAS, the Parks Commission met on May 10, 2007, and recommended that the <br />City Council approve the request, while respecting future park improvements. <br />WHEREAS, the Planning Commission met on June 7, 2007, conducted the public <br />hearing and recommended City Council approve the request, contingent upon: the site plan being <br />revised to indicate the preferred location directly south of the future parking lot; a sufficient <br />landscaping/screening plan being submitted, indicating the construction of an opaque, board <br />fencing that adequately screens the compound from view; and the City entering into an <br />acceptable lease agreement with T- Mobile. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. Based on Findings of Fact #0819, a conditional use permit for a telecommunications <br />monopole and related equipment building is hereby granted to T- Mobile USA <br />( "Permittee "), <br />2. The development of the Site shall be in accordance with the approved site plan and <br />landscaping plan, revisions dated December 4, 2007 prepared by T- Mobile. <br />3. An 8 foot, chain link, security fence shall be installed and maintained in accordance with <br />the approved site plan to prevent unauthorized entry to the tower. <br />4. The applicant will construct a 12- foot -wide, bituminous extension from the parking lot of <br />Alpine Park to the tower compound, in accordance with the approved site plan, to access <br />the property. <br />5. The tower will not exceed 165 feet in height, and will be located at least 50 feet from the <br />southern property line. <br />6. The tower will not be illuminated by artificial means and shall not display strobe lights. <br />
