City of 7
Ades strators Report RAMSEY
April 12, 2012
Weekly Calendar of Events
Tuesday, April 17, 2012
Please note: All meetings for Tuesday,
• April 17, 2012, have been cancelled.
Council Update
Planning Commissioner Resignation. Staff received the resignation of Planning Commissioner
Andrew Dunaway. In an email dated April 5, 2012, Mr. Andrew Dunaway wrote: "Thank you for
your email and the overview of the City's attendance policy. As I have not been able to maintain
an appropriate level of attendance, I must resign my seat on the Planning Commission. It has
been a privilege to serve on the Commission, and I want to thank you for the opportunity."
Staff is reviewing applications from the recent boards and commissions recruitment and will
prepare a Personnel Committee case for April 24, 2012 to consider filling the vacancy.
Metropolitan Council TOD Grant Award Notification. Staff has received notification that two
(2) of the three (3) application to the Livable Communities TOD Grant opportunity are being
recommended for funding. Center Street is recommended for the full funding request in the
amount of $650,369. This will fund 100% of the project. Mississippi Skyway (Highway 10
Pedestrian Overpass) is recommended as an Option 2 in the amount of $100,000. Mississippi
Skyway is an Option 2 due to the fact that it will require a modification to the funding formula
that was originally approved by the Metropolitan Council. A case to modify that funding formula
is scheduled for the same meeting as to review the funding recommendations. Unfortunately, the
$1.25 million request for Sunwood Drive is not recommended for funding and the alternative
Public Improvement Revolving Funds will need to be used. According to the case, this proposed
project is for an area that would serve primarily the area that is home to large- format retail at the
far edge of the station area, not in close proximity to the Commuter Rail Station. The
development and plans for the area reflect traditional suburban-style development, rather than
TOD features. In total, under Option 2, Ramsey is recommended for approximately $750,000 in
funding through the TOD Grant and scored very well in the ranking. Attached to the Weekly
Update is a copy of the case to the Metropolitan Council Community Development Committee.
Update on Stoney River Assisted Living and Memory Care. As the City Council may be
aware, First Pheonix has submitted an application for Building Permit for the approved Assisted
Living and Memory Care facility at Nowthen Boulevard and Saint Francis Boulevard. According
to staff at First Phoenix, it appears that First Phoenix intends to close on the sale of land with
Lord of Life within 30 to 60 days. No official date for closing has been scheduled. The City will
be able to issue the Building Permit as soon as the sale of the land is complete, which will also
