BOARD OF REVIEW <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a Board of Review of Wednesday, April 4, 1990 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Assessor John Keefe <br />County Assessor Gordy Starkey <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the Board of Review to order at 6:32 p.m. and led in the Pledge of <br />Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />BOARD BUSINESS <br /> <br />Gene Kuss - 14670 Bowers Drive N.W. - PIN 30-32-25-14-0018 - Stated that the vacant <br />lot he owns is in the flood plain and that he believes the estimated market value placed on it <br />is unfair. <br /> <br />City Council directed Mr. Keefe to meet with Gene Kuss to review the valuation placed on <br />30-32-25-14-0018. <br /> <br />Joan Gandrud - 14820 Bowers Drive N.W. - PIN 30-32-25-11-0014 - Requested a <br />meeting with the City Assessor to review the valuation placed on her lot. <br /> <br />City Council directed Mr. Keefe to meet with Joan Gandmd to review the valuation placed <br />on 30-32-25-11-0014. Mr. Keefe noted that he has scheduled a meeting with Mr. Gandrud <br />for 10:00 a.m. on Friday, April 6. <br /> <br />John Ploeger - 15640 Juniper Ridge Drive N.W. - PIN 24-32-25-11-0007 - Questioned the <br />valuation placed on his vacant, non-homesteaded, river lot. Mr. Ploeger stated that last <br />year the valuation was corrected and increased from $14,000 to $27,000; this year the <br />valuation increased to $42,900. <br /> <br />John Keefe stated that valuations are based on actual lot sales along the river. Mr. Keefe <br />also noted that in years past, the zones were established based on geographics; this year all <br />river lots were categorized into one zone. Zone 1 is river properties, both on the <br />Mississippi and the Rum.
