CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted an emergency City Council meeting in accordance with <br />Minnesota Statute 471.705, Subdivision lc (c) on Monday, April 23, 1990 at 5:55 p.m. in the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Stephen F. DeLuca <br />Councilmember Richard Cich <br />Councilmember Alan Pearson <br /> <br />Members Absent: Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />Chief of Police Michael Auspos <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the emergency meeting of the City Council to order at 5:55 p.m. following <br />due notice. <br /> <br />City Attorney Goodrich identified the authority under which the City Council was meeting as <br />Minnesota Statute 471.705, Subdivision lc (c) and City Charter Chapter 3, Section 3.06. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />COUNCIL BUSINESS: <br /> <br />Case #1: Adopt Emergency Ordinance Placing A Moratorium On The Siting Of <br /> Adult Bookstores Within Any Zoning District Of The City of <br /> Ramsey: <br /> <br />Mr. Goodrich stated that the sole purpose of this meeting was to discuss the adoption of an <br />emergency ordinance in accordance with City Charter Section 3.06 placing a moratorium on the <br />siting of adult bookstores within any zoning district of the City of Ramsey. The enabling <br />legislation referred to was Minnesota Statute 462.355, Subdivision 4 "Interim Ordinance". Mr. <br />Goodrich read that relevant section from the Minnesota State Statutes Annotated which describes <br />the authority to adopt an interim ordinance. <br /> <br />Councilmember Cich inquired as to whether we were initiating a survey at this time or concluding a <br />survey which is referred to in the Minnesota Statutes.
