CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted an emergency City Council meeting in accordance with Minnesota Statute 471.705, Subdivision lc (c) on Monday, April 23, 1990 at 5:55 p.m. in the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Mayor Gary Reimann Councilmember Stephen F. DeLuca Councilmember Richard Cich Councilmember Alan Pearson Members Absent: Councilmember Kenneth Peterson Also Present: City Administrator David Hartley City Attorney William Goodrich Chief of Police Michael Auspos CALL TO ORDER Mayor Reimann called the emergency meeting of the City Council to order at 5:55 p.m. following due notice. City Attorney Goodrich identified the authority under which the City Council was meeting as Minnesota Statute 471.705, Subdivision lc (c) and City Charter Chapter 3, Section 3.06. CITIZEN INPUT None. COUNCIL BUSINESS: Case #1: Adopt Emergency Ordinance Placing A Moratorium On The Siting Of Adult Bookstores Within Any Zoning District Of The City of Ramsey: Mr. Goodrich stated that the sole purpose of this meeting was to discuss the adoption of an emergency ordinance in accordance with City Charter Section 3.06 placing a moratorium on the siting of adult bookstores within any zoning district of the City of Ramsey. The enabling legislation referred to was Minnesota Statute 462.355, Subdivision 4 "Interim Ordinance". Mr. Goodrich read that relevant section from the Minnesota State Statutes Annotated which describes the authority to adopt an interim ordinance. Councilmember Cich inquired as to whether we were initiating a survey at this time or concluding a survey which is referred to in the Minnesota Statutes. Mr. Goodrich responded that we are initiating a period of time when a survey may be completed and final action can be taken based on that survey. City Council/April 23, 1990 Page 1 of 2
