CITY COUNCIL <br />CLOSED EXECUTIVE SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a closed executive session on Wednesday, March 8, 1989 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Kenneth Peterson <br />Councilmember Richard Cich <br />Councilmember A1 Pearson <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Police Chief Mike Auspos <br />Karen Olsen, Labor Relations Associates, Inc. <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the closed executive session to order at 6:37 p.m. and led in the Pledge of <br />Allegiance to the Flag. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to approve the <br />agenda as submitted. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Peterson and <br />Cich. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Discussion Regarding LELS Labor Negotiations: <br /> <br />Mr. Hartley provided City Council with a copy of the LELS proposal for the 1989 contract (see <br />Attachment A), the City's proposed pay structure for 1989 (see Attachment B) and the LELS <br />counter-proposed pay structure (Attachment C). <br /> <br />Mr. Hartley reported that per the Personnel Committee's direction, the City proposed a reduction in <br />in the beginning pay rate for new officers; that was rejected by LELS and the City counter-offered <br />with a proposal for the same beginning pay rate and a step program to reach top patrol pay in 4 <br />years rather than 3; LELS counter-proposed a 4 year step program with the same beginning and top <br />patrol pay rates with larger step increases. <br /> <br />Mr. Hartley inquired if City Council is satisfied with the proposal to extend the time period to 4 <br />years for reaching top patrol pay or if actual dollars relating to the adjustment is also an issue. <br /> <br />Closed Executive Session/March 8, 1989 <br /> Page 1 of 5 <br /> <br /> <br />
