CITY COUNCIL <br />BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council Budget Committee met on Monday, September 11, 1989 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Stephen F. DeLuca <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Finance Officer Sandra Ashley <br /> <br />CALL TO ORDER <br /> <br />The Budget Committee meeting was called to order at 4:37 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Consensus was to approve the agenda as submitted. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: 1990 Parks Capital Improvement Program: <br /> <br />Mr. Otto stated that the requested 1990 Parks Capital Improvement Program (Attachment A <br />to these minutes) totals $244,000.00. The 1989 budget was $111,000.00. In terms of the <br />5 year capital improvement program, the City has only been able to fund between 1/4 and <br />1/2 of what was hoped to be accomplished in parks. Mr. Otto referred to the City's <br />commitment to Federal Cartridge to develop Central Park and noted that overall, the City is <br />meeting that commitment. Mr. Otto stated that the City receives many calls for <br />improvements at parks and the revenues received from park dedication requirements cannot <br />begin to cover the demands; the City may have to consider borrowing money from the <br />Landfill Trust Fund or bonding. <br /> <br />Mr. Otto proceeded to review the 1990 Parks Capital Improvement Program request in <br />detail. <br /> <br />Discussion ensued regarding the intent to use volunteer labor and equipment as much as <br />possible to develop parks. Councilmember Peterson stated that he will be pursuing <br />donation of funds to purchase four scoreboards at Central Park and requested that City <br />Staff supply him with a dollar amount to set as a goal and with guidelines for advertising <br />space on the scoreboards. <br /> <br />Budget Committee/September 11, 1989 <br /> Page 1 of 3 <br /> <br /> <br />
