PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Monday, <br />April 14, 1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota regarding a request from Mr. Bob Sylvester and Cross of Hope <br />Lutheran Church for a conditional use permit to construct and operate a <br />cemetery at 5730 179th Lane NW. <br /> <br />Members Present: <br /> <br />Mr. Ken Peterson, Chairman <br />Mr. Ben Deemer <br />Mr. Roy Shumway <br />Mr. Gerald Zimmerman <br />Mr. Jim Howell <br /> <br />Also Present: <br /> <br />City Planner Anne Norris <br /> <br />Members Absent: <br /> <br />Mr. Charles LaDue <br />Mr. Terry Hendriksen <br /> <br />CALL TO ORDER <br /> <br />Chairman Peterson called the public hearing to order at 7:33 p.m. <br /> <br />CITIZEN INPUT <br /> <br />John Beissel - 17917 Junkite - Stated that cemetery development is serious and <br />long lasting. Cemeteries are prime targets for vandalism activity and the land <br />use is locked in forever. Sited little known cemeteries by Anoka Senior High <br />School and off Hwy. 7 in Andover that are locked in and obstruct any other <br />development. Noted that Anoka is paying $60,000 per year to maintain their <br />cemeteries. Questioned who will be responsible for this proposed cemetery <br />should Cross of Hope leave the area and what will happen to surrounding land <br />values because of the cemetery. Mr. Beissel stated that he doesn't feel the <br />City should rezone this property, at the expense of the adjacent neighborhood, <br />in order to allow the church a way to make money. Mr. Beissel asked the <br />Commission to take into consideration the long range effects of a cemetery and <br />the fact that more people are seeking non-traditional methods of body disposal. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Shumway to adjourn <br />the public hearing. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Howell, Deemer, <br />Zimmerman and Shumway. Voting No: None.
