<br />Councilmember Elvig introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #13-01-007 <br /> <br /> <br />RESOLUTION WARRANTING 2013 RESTROOM AND SHELTER CONSTRUCTION <br />FOR RIVERDALE PARK AS LOCAL MATCH FOR THE MISSISSIPPI RIVER TRAIL <br /> <br /> <br />WHEREAS, <br />the City of Ramsey has passed a resolution supporting regional trail status <br />for the planned for, and existing trails along the Mississippi River within Anoka and Ramsey; <br />and <br /> <br />WHEREAS, <br />the Metropolitan Council did grant the regional trail status for this trail in <br />2006; and <br /> <br />WHEREAS, <br />the Mississippi River Trail will link together the cities of Anoka and <br />Ramsey, Bunker Lake and Rum River Regional Trails, as well as being a key link in the National <br />trail system and generate local and regional tourism revenue; and <br /> <br />WHEREAS, <br />this trail may also be extended to connect the Historic Oliver Kelley Farm, <br />Ramsey’s COR, and the Ramsey Northstar Transit Station; and <br /> <br />WHEREAS, <br />the Metropolitan Council did award Federal grant funds as part of <br />Transportation Enhancements for funding year 2013 in the amount of $387,808 for this regional <br />trail; and <br /> <br />WHEREAS, <br />the city of Anoka and Ramsey, as part of the Federal grant Project <br />Memorandum submission, have requested that the local match of a shelter and restroom for <br />Riverdale Park be constructed in 2013, but separated from the Federal processes associated with <br />the trail grant as intended within the grant application and earlier 2009 City Council Resolution <br />supporting Transportation Enhancement funding; and <br /> <br /> <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />The City of Ramsey hereby warrants that a restroom including sewer and water service and <br />shelter will be constructed at Riverdale Park before the conclusion of the construction and <br />Federal reporting for Transportation Enhancement funded Mississippi River Trail eligible for <br />reimbursement. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Tossey and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor Strommen <br /> Councilmember Elvig <br /> Councilmember Tossey <br /> Councilmember Backous <br /> <br />
