MEMORANDUM

TO:

FROM:

DATE:

SUBJECT:

David R. Hanley, City Administrator

Mark S. Banwart, Community Development Director

April 2, 1990

Property File Systems

The Community Development Department is proud to announce that after 14 months of work, the
property ftc system is fully operational.

The property file system consists of approximately 6,000 properties which are housed in four five-
drawer horizontal file cabinets. Each drawer consists of three rows of files. Each and every parcel
of property in the City of Ramsey has it's own file which is organized by Property Identification
Number (P.I.N.). The previous format consisted of only half the land parcels in the City and was
organized by address.

In addition to each parcel being represented with it's own file, all associated activities regarding
said property is also filed in the property files. These other subject areas include complaints,
conditional use permits, rezoning, variances, special permits, sign permits, S.A.C. charge
refunds, city assessment information, plumbing and building inspections and other
correspondences and pertinent information. In other words, the property file system represents a
comprehensive approach to all Community Development activities by parcel, which is both a filing
system and an information retrieval system.

I am proud of the Community Development Department staffs diligent work and persistance in the
accomplishment of the property file system.

Now that the property file sYste~ is fully operational and complete, the system will demand on-
going maintenance. In addition to the property file system, Community Development Department
staff will now undertake the task of organization of metes and bounds land divisions,
subdivisions, economic development, water management files, etc. The Projects and Landfill files
are complete and up-to-date. The subdivision, economic development and city code recodification
files are well on their way to being completed.

MSB:ccr
