CASE # <br /> <br />REQUEST FOR SITE PLAN APPROVAL OF HAUSER PROPERTIES <br />BUILDING; CASE OF HAUSER PROPERTIES <br /> By: Mark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />The proposed site plan consists of a masonry building measuring 80' x 50' (4,000 square feet). <br />The intended use of the building is a liquor store. The building would be located on Lot 2, Block <br />1, of the proposed Hauser Addition. The proposed project is currently located in a B-1 Business <br />District which will most likely change to a Rural Business District in the near future. Access to the <br />site is proposed to be from both Armstrong Blvd. N.W. as well as 146th Avenue N.W. For your <br />information, enclosed are the following items: <br /> <br />A) <br />B) <br />C) <br />D) <br />E) <br />F) <br />G) <br /> <br />Site location map <br />Proposed site plan (A) <br />City Engineer's Review (February 27, 1990) <br />Letter to Anoka County DOT (March 16, 1990) <br />City Engineer's Review (March 21, 1990) <br />Letter to Anoka County DOT (April 2, 1990) <br />City Engineer's Review (April 24, 1990) <br /> <br />Observations: <br /> <br />On February 12, 1990, the City of Ramsey received an application and site plan from Hauser <br />Properties. <br /> <br />On March 6, 1990, the Ramsey Planning and Zoning Commission reviewed the site plan and the <br />City Engineer's review dated February 27, 1990. <br /> <br />A lengthy discussion ensued regarding proposed accesses to the development. The applicant is <br />requesting to retain the two existing accesses onto County Road #83 and creating two new <br />accesses onto 146th. The City Engineer has recommended eliminating one of the accesses to <br />County Road #83 and relocating the access onto 146th, 150 feet from the centerline of County <br />Road #83. <br /> <br />A discussion ensued regarding possibilities for future expansion and development of the subject <br />property and whether or not there is sufficient area to provide for the required parking. <br /> <br />On March 27, 1990, the Ramsey City Council tabled this case until certain issues are resolved <br />including street access and traffic concerns. <br /> <br />Planning and Zoning Commission Recommendations (as presented on March 27, <br />I990): <br /> <br />The Ramsey Planning and Zoning Commission recommends City Council approval of the site plan <br />for the proposed Hauser Properties building with accesses as proposed by the applicant. In <br />addition, an amendment was made to require that the northerly access on C.S.A.H. County Road <br />#83 have a south-bound right turn lane and a north-bound by-pass lane and that "No Left Turn" <br />signs be posted in the north-bound lane at the southerly access. <br /> <br /> <br />
