The persistent cold weather has
contributed to more than ice cream headaches and occasional doubts as to why we live here... The
record-breaking cold has also delayed the start of Elmcrest's building project. The first work is
the excavation and soil corrections, followed by the concrete footings — both activity that is more
difficult and costly without moderate temps. Meanwhile, Community Development has approved
the building permit, and the construction manager is scheduling the earthwork to begin the week
of February 24th. Public Works will plow the parking areas and building pad in advance of this
mobilization. Barring extreme weather in March and April; the City's newest building's
construction should continue unabated, and be substantially complete by the end of June. Staff
