The City of Ramsey Ordains: <br />ORDINANCE #14 -09 <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />AN AMENDMENT TO CHAPTER 117 OF THE CITY CODE, WHICH CHAPTER IS KNOWN AS <br />ZONING AND SUBDIVISIONS OF THE CITY CODE OF RAMSEY, MINNESOTA <br />AN ORDINANCE AMENDING DIVISION 6 SUBDIVISION II AND ADDING SUBDIVISION III <br />TITLED "ILLICIT DISCHARGE ELIMINATION" <br />SECTION 1 AUTHORITY <br />This ordinance is adopted pursuant to and under the authority of the City Charter of the City of Ramsey. <br />SECTION 2 AMENDMENTS <br />Section 117 -388 is hereby amended as follows (additions indicated as underline, deletions indicated as <br />strip): <br />Sec. 117 -388. — Inspections of the stormwater pollution control plan measures. <br />At a minimum such inspections shall be done weekly and after every storm event that is large enough <br />to result in runoff from the site by either the city, developer or the developer's designated representative. <br />(a) Maintenance is required as follows: <br />(1) When sediment reaches 1/3 the height of the BMP on perimeter control devices, sediment must <br />be removed within 24 hours. <br />(2) If the perimeter control device is not functional it must be repaired or replaced within 24 hours. <br />(3) Temporary sediment basins shall be maintained when sediment reaches 1/2 the outlet height or 1/2 <br />the basin storage volume. Basin must be drained or sediment removed within 72 hours. <br />(4) Construction site vehicle entrance and exit locations sediment must be removed from paved <br />surfaces within 3 hours of notification by City. <br />Sec. 117 -389 (10) and (11) are hereby added to read as follows (additions indicated as underline): <br />(10)Knowledgeable person/chain of responsibility: As part of the SWPPP, the owner must identify a <br />person knowledgeable and experienced in the application of erosion prevention and sediment <br />control BMPs who will oversee the implementation of the SWPPP, and the installation, inspection <br />and maintenance of the erosion prevention and sediment control BMPs before and during <br />construction. The owner must identify in the SWPPP who will have the responsibility for long- <br />term operation and maintenance of the Permanent Stormwater Management System. The owner <br />shall include in the SWPPP a chain of responsibility with all operators on the site, or if not known, <br />the title or position of the responsible party, to ensure that the SWPPP will be implemented and <br />stay in effect until the construction project is complete, the entire site has undergone Final <br />
