Absent: Commissioner Ebel and Swanson.

COMMISSION BUSINESS

Case #1: Appoint Chair and Vice-Chair for Commission

City Clerk Thieling noted that each year the Commission must appoint a Chairperson and Vice-
Chairperson. This would be for a term to expire December 31, 2003.

Motion by Commissioner Deemer and seconded by Commissioner Bertzyk to reappoint Timothy Vogt
to the position of Chair and Hannah LaMere to the position of Vice-Chair.

Motion carried. Voting Yes: Chairperson Vogt, Commissioners Deemer, Bertzyk, Henke, LaMere,
Milless and Simenson. Voting No: None. Absent:Commissioners Ebel and Swanson.

Case #2: Summary of Charter Commission Activities (Letter to Judge Quinn)

City Clerk Thieling disseminated a draft of a letter to Judge Quinn summarizing the Charter
Commission's activities for year 2002.

Commissioner Henke expressed a concern about receiving items and voting on them the same evening.
She felt that as a Charter Commission, they are supposed to be developing this letter to the Judge. She
believes that a lot of items received are put together by City staff or other people and she believes it is
up to the Commission to take care of their own things; we should not have interpretations done by other
people.

Chairperson Vogt responded that Jo Thieling records the minutes and she drafts this letter from those
minutes. He pointed out that this is his fifth letter that he has reviewed from Mrs. Thieling and the
summary has always been very accurate.

Commissioner Henke stated she is referring to other items too, such as ballot questions, etc. The
Commission is supposed to be a separate body from the City and yet we-are getting a lot of
guidelines/leadership from City staff and we should be more independent. She wanted the Commission
to do the work themselves so they could stay independent from the City.

Motion by Commissioner Deemer and seconded by Commission Milless to approve the letter to Judge
Quinn with the change of adding that Steve Simenson was appointed to the Commission and the date
change in the fourth paragraph (July 18).

Motion carded. Voting Yes: Chairperson Vogt, Commissioners Deemer, Milless, Bertzyk, Henke,
LaMere and Simenson. Voting No: None. Absent: Commissioners Ebel and Swanson.

Charter Commission - January 16, 2003
