PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Wednesday, May 6, <br />1987 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember A1 Pearson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />Community Development Director Anne Norris <br /> <br />Members Absent: <br /> <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br /> <br />CALL TO OP~DER <br /> <br />Mayor Reimann called the special City Council meeting to order at 5:05 p.m. <br />and led in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN ~{PUT <br /> <br />None. <br /> <br />COUNCIL ~IN~SS <br /> <br />Case #1: 'Request To Mine; Case Of Mr. Art Raudi~: <br /> <br />City Attorney Goodrich stated that Mr. Raudio is requesting approval to <br />excavate fill on the property south of 149th Avenue N.W. A public hearing <br />has been held on that property regarding rezoning to planned unit <br />development. However, during that hearing there was no discussion <br />regarding removing fill from the site. Mr. Goodrich stated that in the <br />past the City has required other requests for excavating to go through the <br />conditional use permit process. <br /> <br />Mayor Reimann inquired if the work could be called grading. <br /> <br />Mr. Goodrich replied that his interpretation is that grading is moving fill <br />on the site; mining or excavating is removing fill from the site. <br /> <br />City Engineer Raatikka inquired as to when the public hearing was held <br />regarding rezoning to PUD and if his letter was discussed at that time. <br /> <br />Ms. Norris replied that the hearing was held on April 7 and there was no <br />discussion of the City Engineer's letter at the Planning Commission's <br />meeting on April 23, 1987.
