PROCEEDINGS OF THE
AIRPORT COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A meeting of the Ramsey Airport Commission was held on Tuesday, August 30,
1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota.

Members Present:

Mr. Don Greenberg, Acting Chairperson
Mr. Chuck Soderholm
Mr. Bill Morrow
Mr. John Siebert
Mr. Jack Ippel
Mr. Denny Donovan

Also Present: Mr. Lloyd Schnelle, City Administrator

Members Absent: Mr. Ken Patz

CALL TO 0~DER

Acting Chairperson, Don Greenberg, called the meeting to order at 7:38 p.m.

CITIZEN INPUT

Mr. Don Greenberg - Stated that Mr. Roger Buchanan did not accept appointment
to the Air~ort Commission because he couldn't fit it into his schedule and
Mr. Dick Martin did not accept his appointment because he is moving out of
State; Ramsey City Council will be appointing two more members to the Commission.

Mr. Greenberglthen went on to give a history of the airport and to describe the
purpose of this Airport Commission. Before Ramsey first became a city,
development came and areas were zonedlffor residential and industrial. There
was a feeIing of preserving industrial area because that area really met the
criteria for development -- soil conditions, two rivers, Burlington-Northern
Railroad and Hwy. ~10. It was felt that the only way that land could be held
for industrial was to own it, so several people pooled their funds and bought
the area df the airport and Council zoned this land industrial. One of the
first things accomplished by the owners of this Industrial Park was to develop
an airport with a dirt runway (Gateway North). Gateway North has served this
area for t2 years and it's primary reason for existence was to enhance industrial
development in Ramsey and nearly every company that has come into Ramsey came
because of the airport. The airport has accomplished part of it's intended use.
The VoTech moved into Ramsey in 1974 and they began instruction in FAA Flight
Control amd Airport Management and the flight school that was started is still
in operation. Taxes have gone up on the land to the point where it cannot be
held for an airport the way it exists and those that utilize the airport need
blacktop runways. The taxes and cost of upgrading is more than can be handled
privately owned. Those of us involved with the airport have looked into the
future of it and unless it becomes municipally owned with funding from the
State, it will probably be closed. About three years ago a study was made to
determine if the airport should be relocated and the site that looked most
promising was on the General Mills property. During that study, a petition

AP/August 30, 1983
