Councilmember Kuzma introduced the following resolution and moved for its adoption: <br />RESOLUTION #15-01-025 <br />RESOLUTION ORDERING PREPARATION OF FEASIBILITY REPORT FOR <br />JARVIS STREET RECONSTRUCTION AND RAILROAD QUIET ZONE <br />IMPROVEMENTS; CITY IMPROVEMENT PROJECT #15-20 <br />WHEREAS, the City of Ramsey, in partnership with the City of Elk River, proposes to <br />reconstruct Garnet Street between Trunk Highway 10 and 165th Avenue, and to assess the <br />benefitted properties for all or a portion of the cost of the improvements, pursuant to Minnesota <br />Statutes, Chapter 429; and <br />WHEREAS, the City of Ramsey, in partnership with the City of Elk River, proposes to <br />reconstruct the Garnet Street Burlington Northern Santa Fe railroad crossing to allow it to be <br />designated as a quiet zone. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the proposed improvements, designated as Improvement Project No. 15-20, be referred to <br />the City Engineer for study and that the City Engineer is instructed to report to the Council with <br />all convenient speed advising the Council in a preliminary way as to whether the proposed <br />improvements are necessary, cost-effective, and feasible; whether they should best be made as <br />proposed or in conjunction with some other improvement; the estimated cost of the improvements <br />as recommended; and a description of the methodology used to calculate individual assessments <br />for affected parcels. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Riley, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Strommen <br />Councilmember Kuzma <br />Councilmember Riley <br />Councilmember Johns <br />Councilmember LeTourneau <br />Councilmember Shryock <br />and the following voted against the same: <br />None <br />
