CHARTER COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A regular meeting of the Ramsey Charter Commission was held on Thursday,
April 12, 1984 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W.,
Ramsey, Minnesota.

Members Present:

Mr. Gary Heitman, Chairman
Mr. Dick Sieber
Ms. Brenda Bauerkemper
Mr. Curt Titterud
Mr. Stan Data
Mr. John Lichter
Mr. Tom Greenberg (arrived at 8:12 p.m.)

Members Absent:

Mr. Tom Gamec
Mr. Roger Buchanan

CALL TO ORDER

Chairman Heitman called the regular Charter Commission meeting to order at
7:49 p.m.

CITIZEN INPUT

None.

COMMISSION BUSINESS

Chairman Heitman stated that he has received verbal confirmation from Mayor
Gamec that the charter election date has been set for May 22, 1984.

Commission discussed whether or not it would be desireable for the Commission
to advertise and promote the proposed charter. Commission consensus is that
Commission members, as individuals, do have something to say with regards to
the charter and should be able to do so. As a Commission, the members were
appointed to write and submit a charter -- the members are not obligated to
sell the charter or to shoot it down.

Discussion ensued regarding another city-wide mailing to draw attention to
the election. The Commission discussed the problems involved with bulk
mailing that were encountered with the last city-wide mailing regarding the
charter. Commission consensus is to attempt to obtain from the County a
list of registered voters in Ramsey, preferably in the form of pre-addressed
mailing labels. Commissioner Sieber stated he would contact the County regarding
such a list. Commission consensus is that the city-wide mailing will occur
during the week of May 7 - 14, 1984, preferably not on the week-end. That
mailing will include notification of date and time of charter election, a
charter summary and a comparison of the charter to present form of government.

CC/April 12, 1984
