CHARTER COMMISSION <br />PUBLIC MEETING <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A special meeting/public information meeting conducted by the Ramsey Charter <br />Commission was held on Wednesday, February 15, 1984 at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mr. Gary Heitman, Chairman <br />Mr. John Lichter <br />Mr. Dick Sieber <br />Ms. Brenda Bauerkemper <br />Mr. Stan Data <br />Mr. Tom Greenberg <br />Mr. Roger Buchanan <br />Mr. Tom Gamec <br /> <br />Members Absent: Mr. Curt Titterud <br /> <br />CALL TO ORDER <br /> <br />Chairman Heitman called the special Charter Commission meeting to order at <br />7:58 p.m. <br /> <br />PUBLIC MEETING <br /> <br />Stan Data - ~Stated that over the last seven months the Charter Commission has <br />been working on drafting up a charter at the citizens request. The Charter <br />Commission has worked very hard and they have just reached a final draft <br />and are now looking for citizen input. There will be several more public <br />meetings and those citizens present tonight should encourage their neighbors <br />to attend these public meetings. <br /> <br />Commissioner Gamec - Stated he is disappointed in the citizen turn out for <br />this public meeting; that the charter is an important document and it will set <br />the rules for the City. The charter is the constitution and by-laws of the <br />City. <br /> <br />Chairman Heitman summarized the charter, chapter by chapter, at this point <br />with respect to the way the City currently operates and the way the charter <br />is proposing it operate. <br /> <br />Chapter 1 - No difference. <br /> <br />Chapter 2 - No real significant difference. Significant concern was <br /> expressed regarding board and commission membership. The Charter <br /> Commission established a 2/3 residency requirement to be on boards <br /> and commissions and total membership shall be no more than nine (9). <br /> <br />Chapter 3 - Council Procedures - Concern was expressed regarding going to <br />a ward system; that it would provide area representation on Council. A <br />major disadvantage to this system is that a councilmember can only be <br />recalled from office by his particular ward.
